Perhaps 100s gathered and fluttering in the early morning light, lots with scent glands (?) at the rear.

I think this is more likely to be P. diaereta than P. physaula. The former is widespread in south-eastern Australia and the latter has fewer records and they are from well south and west of the ACT. The wing pattern in these indistinct photos matches set specimens of P. diaereta reasonably well.
