I suspect this was planted. I am not 100% sure it is Correa reflexa at all. It is not the normal flower colour, flower shape, or flower arrangement, of the usual Correa reflexa that occurs naturally in the ACT.
It was hard to tell if it had been planted or not it was alongside the path between ponds 3 and 4 at Tidbinbilla Nature Reserve there were a couple of plants.
