Luckily one of your photos showed a flower head sideways on. Pimelea treyvaudii, with 9-11 leaflike bracts behind the flower head, also occurs in this area. It needs a photo of the back of a flower head to show this, or field notes stating the number of bracts. A good idea to state the number of bracts for any bracteate Pimelea.
