Royal Tigertail males do spend much of their time in flight, patrolling their patch, but they do settle more than some other species. There were at least 3 males at the cork oak dam last season. For reasons I do not understand, that dam has been essentially devoid of dragonflies and damselflies this year, at least up until my last visit on 22 December. Last year it teemed with up to a dozen different species, from early spring right through to late summer and into early autumn.
