Same as Bowerbird sighting #27807 (also from Canberra), which was tentatively placed in subtribe Monaloniina of Miridae, and 'most similar to...Eucerocoris and Ragwelellus'.

Thanks all. I looked it up and now understand that what I thought was scale was in fact a consequence of the Rayieria feeding process. They can really damage a small tree.

That's interesting that they can also cause round lesions, in addition to the linear ones I mentioned in my notes on the species page.
