Verbena bonariensis has a definite floral tube, much longer than the calyx. Verbena incompta floral tube is only slightly longer than the calyx.

The petals are much larger than any V. bonariensis or incompta I have seen. Could it be a garden cultivar?

It is a garden escape anyway., and according to the Wikipedia article is polyploid. The article dies not say how many times the chromosomes have been doubled up. Perhaps this plant has doubled its chromosomes again. That is a common way for plants to have much bigger flowers than usual.
