The diagnostics for Eucalyptus are different from other plants - mature buds showing the shape of the bud cap and base, the number of bids in the cluster, and gum nuts. It is also helpful to know what type of bark the tree has. The parallel veins in the leaf suggest pauciflora, but that species has 11+ flowers per cluster, more than your photos appear to have.
