What is the leaf length of the stem leaves? Is the reddish blob near the right bottom corner of photo 2 basal leaves? which would make it peltata.

The second photo shows a rosette of basal leaves and the stem from the centre up to the right hand corner. The red bit is another plant, not necessarily Drosera. I will see if I have photos showing size of the leaves but they were small.

Vicflora is fully functional again. That key says stem leaves in peltata are 1-5 mm across, and in hookeri are 5-10 mm across. The stems in peltata are thin and threadlike, and unbranched, and in hookeri are more robust, and branched or unbranched. This is the link, which may be the whole key rather than the bit about these two species. https://vicflora.rbg.vic.gov.au/flora/key/2266

I think this keys to Drosera hookeri but I am having trouble loading photos from my computer. There must be many herbarium records that have to be changed - D. hookeri is not in the ACT Plant Census or Atlas of Living Australia.

I believe that plants only make it onto the ACT plant census if there is at least one specimen in the Canberra herbarium.
Name changes on ALA are linked automatically to the Australian Virtual Herbarium site. The Australian Plant Census is the site which records the decisions on names made by the Council of Heads of Australian Herbaria, (and is linked automatically to the Australian Plant Names Index, run by staff here at the botanic gardens). AVC is often well behind on updating names, and therefore so also is ALA. I hope that makes sense.
By the way, if CHAH has not made a decision, ALA uses plant names provided by whoever uploads. For example, CHAH has made a decision on only a few orchid names, so anyone wanting to find out what is in ALA for most orchids has to find out what all the synonyms are and do several searches.

The robust stem differentiates it from peltata. Could you add leaf length to new sightings please. Peltata is 1-5 mm, hookeri 4-10 mm.
