What about Eremophila sp.? Shrub has been in position for at least 20-30 years.

I don't know it at all. I am familiar with all the shapes of Eremophila flowers, and I don't think it is that. An exotic? It might have been planted by mistake for Rhagodia.

It appears it is Teucrium sp. Evidently there are hundreds of species, subgenera etc, is named after King Teucer of Troy and is a very old plant group within the Lamiaceae!

I suspect your closeup is of a flower that is nearly over. Do you have any photos of a flower front on? These are very distinctive. Teucrium is in the mint family, so the stems should be angled in cross-section, and the leaves aromatic.
Assuming it is Teucrium, it keys to racemosum in both Plantnet and Vicflora. Vicflora says the flowers are white, plantnet does not say i have only seen it white, and all the photos on ALA shoe white flowers.

Looks like Teucrium fruticans which is not in Plantnet but is a possibility for a garden escape.

Fruticans has shiny leaves, unfortunately, though there is a cultivar called 'Azurea' with silvery leaves. Here are some photos from a Flora. http://www.floracatalana.net/teucrium-fruticans-l-
If it is likely to be a weed, a vouchered specimen with a definite ID needs to be in the herbarium.
