If my ID is correct this species is local to the ACT occurring along the Murrumbidgee and Molonglo, but I'm only 50/50 with the suggestion.

The leaves are possibly OK for Atriplex semibaccata, though I would like to see some measurements. Wait till it fruits. Semibaccata can have fleshy fruit, but in NSW they are usually dry.

How big does A. semibaccata get? This plant was good chest high. Does that fit?

Michael, are you sure about the ID? The shape of the fruit looks a bit wrong to me, also the fruit seems to sit on a whirl of red sepals (?). I'll go and take another photo if I'm there next.

This looks a lot like Einadia nutans to me. It doesn't usually get to be chest high, but it does lean against taller plants and achieve at least a couple of feet above the ground pretty regularly, so it is not out of the question that it would get to that height.
