Probably. A photo of the rosette of leaves at the base of the plant would clinch it. There are three species of Verbascum in the ACT.

Verbascum virgatum. Flower spikes of V. thapsus are dense with several flowers per bract. V. blattaria has longer pedicels (flower stalks) than V. virgatum.

In this case, ss Mike says, there is enough information without photos of the leaves to make a decision. However, it should be routine to inclide good photos of leaves. In most cases it matters a lot. Even in this case, it makes a difference for monitors between a confirmation on sight and having to spend time chasing up details of the flower arrangements in the Floras.
