Both Vicflora and FloraSA state that Gazania linearis 'petals' have a dark spot at the base.

Like Michael B my best guess on this one based on the leaves was Gazania linearis, but as you point out Betty the petals are wrong, I wonder whether there is a strange cultivar or near relative?

I have found a photo of one withour black spots at the base of the petals on the Royal Horticultural Society site. https://www.rhs.org.uk/Plants/76603/i-Gazania-rigens-i-var-i-uniflora-i/Details
However, I am still concerned about the petal shape.
Another possibility is Gaillardia. That is actually an even worse fit.

Have you got photos of the 'rest in the area'? Gazania is a popular garden plant and with the number of cultivars it would not be surprising to find one without the black base to the petals. The petal shape seems very blunt but this could be due to the overhead shot and lack of moisture.

No more photos, surprisingly there were only two of these on the side of the road.
