The leaves do not look quite right for Echium plantagineum, which I know well at the rosette stage. I am not familiar enough with other weeds at the rosette stage to suggest anything else.
Betty I 'm afraid it is PC; nothing else in that area that i know of has this rosette, hairy oval - oblong leaves and distinct branched veins; plus I noticed since a number of years that PC leaves are eaten by some kind of insect which results in holes in the leaves (doesn't kill the plant unfortunately).
