A coral fungus of some sort.

Originally this would have been a chunky, somewhat hoof-shaped growth from a tree. However, this species is very prone to grub chewing and it is common to see it fallen and mis-shapen. It has a low density and, if dry, this fallen example would have been very reminiscent of polystyrene. However, a fallen remnant can soak up water and then feel more sponge-like.
