To get it to species level, you should take a specimen in to the herbarium or the desk at the botanic gardens. The leaves are far too wide in proportion to the length to be Craspedia varibilis, which when mature has spherical heads. These don't. IDing them properly requires examination of characters that are difficult to photograph.
