Rather hard to tell from the photo... Cheilanthes tenuifolia? It used to grow nicely under the pines in that general area.

Individual plants (ie close up), and (ideally) the details of the spore casing under the fronds, but a close up is the single best thing. It's not exactly keying out a specimen but the ID can be very reliable.
