Dark eye indicates young raven, which would explain the smallness of the hackles. The fact that it is in the suburbs and is in a flock of just 1-3 points towards Aus. Raven although it is not definitive

I agree young bird but not definitive. Given this I prefer to 'Inconclusive evidence'. Chris
