Given the location among the Pine trees and the number of plants, it is most likely exotic. I have suggested Veronica persica. It is very similar to the native Veronica calycina.

I think it may be Veronica calycina as it seems to have multiple flowers on a branched flowering stem rather than appearing solitary, though it is a little unclear in photo

I agree with Michael M's comment this is V. calycina. Different leaf shape, more erect rather than sprawling habit and flowers on the lateral stems
