It is certainly a Buddleia, and Buddleja davidii is the only one on the ACT Plant Census.

Ryu - I once read a paper of how Buddleja davidi (a native to China) became more numerous following the WW2 bombing of London. It seems to like alkaline conditions and the cement and brick rubble was perfect habitat. Not surprising that your record appears to have a block of concrete in the background.

It is growing through a gap in a mound of large rocks/boulders -not concrete
