I do not think this is Leontodon saxatilis (formerly L. taraxacoides) because the buds are upright, not drooping.

The leaves look different from those shown on NZ Conservation Network so I will try to get some other pictures and a specimen. It should be categorised as an exotic. I was surprised to see it became extinct in England and has been reintroduced to one site in Kent.
