This one has puzzled me for some time. At first I thought it a member of the Scrophulariacea, and then a Prostanthera, but the best fit I can get is Brunoniella pumilio, which is usually a more coastal species and one I don't know from experience. Basically I'm guessing in the hope that others will either agree with or knock down my suggestion.
