There seems to be a mid-vein visible on some lower leaf surfaces. Lowland site makes it more likely than C.retusum.

The curved leaves also suggest Comesperma ericinum. Comesperma retusum has flat leaves, and is supposed to only occur at above 600 m altitude. Could you do a photo when the flowers are out? There are few sightings of this species on CNM.
