Could be. The photo of the leaves is not good enough to show the detail needed to decide whether this is Stylidium graminifolium or Stylidium armeria. The flower colour suggests S. graminifolium. However, that is supposed to grow only on sandstone. I do not think the substrate at this site is sandstone.

The Atlas of Living Australia records have Stylidium graminifolium pretty widespread in the ACT including on volcanics like the dacite of Mt Taylor
