It is not possible to tell from these photos whether this is Leptorhynchos squamatus (bracts below the flower heads hairy, and with brown tips) or Leptorhynchos elongatus (bracts below the flower heads not hairy, the lowermost rough, and without brown tips). There are also differences between the hairs on the stems of the two species that a good closeup should pick up.
