Mike I think this is Juniper, not sure what species but could be Juniperinus officanilis. The berries of this plant are picked to give gin its flavour, So maybe Mugga Mugga could start up a new cottage industry.
It could be juniperus conferta (shore juniper) if it is low growing. A lot of these are grown in gardens in Isaacs and O'Malley and I often find seedlings in my garden.
