The fruits can be removed by cutting the fruit stem off of by stripping off the fruits and bag all fruits; can be done in a couple of weeks; there are small not flowering SJW plants in the seed node which may flower later depending on weather...

Definitely Gratiola; flowers and their stems not in clear detail, however here is one pedunculate flower near the top of the photos. Hence my suggestion of Gratiola pedunculata. (listed under Wildflowers rather than Freshwater plants)
