It is probably Wahlenbergia capillaris (free lobes of the flowers 6-15 mm long) or Wahlenbergia gracilis (free lobes of the flowers 1.5-6 mm long). It might even be Wahlenbergia graniticola (free lobes of the flowers 5-20 mm long) With the plants being water stressed, they do not really look like any of them, by far though the most common is Wahlenbergia capillaris.
