The cement layer between the house bricks is 11mm thick, so the spider is tiny. Is it a baby spider or do some spiders only get this big/small?

Some spiders only go up to 1mm, perhaps even less in adulthood! So your sighting could be either. Unfortunately this photo is a bit too small and dark for me to see sufficient detail, so I'm unable to tell what it is (which I would need to know to confirm for you whether it is an adult). I would rule out families like Lycosidae (wolf spiders) and Sparassidae (huntsman spiders) from its general body shape, however, there are still lots of options left. Was there anything you remember noticing about its movement or features that the image isn't able to show?
