Except for the naked collar, it looks like Leptocnaria reducta.
Was there a White Cedar within 20 meteres?

There's a white cedar (Melia azedarach) within 20-25 metres (Block 23). The Bee Hotel is made up of offcuts of various timber. There may be some white cedar included. I presume you mean Leptocneria.

Can you have look closer around the tree to if there are any more signs of L. reducta caterpillars, like cocoons, or dead skins, or silk on the trunk?

I checked the largest of the 3 M. Azedarach, which is next to the path and nearest to where the caterpillar was located. Nothing seen but the tree may have been protected from caterpillar attack as the caterpillar is known in the ANBG; see this article "Myriads of moths": https://www.friendsanbg.org.au/sites/default/files/pdf/newsapl12.pdf
