I suspect some sort of infection, possibly viral. Some of the Dianella caerulea (not native to the ACT) in the botanic gardens have similar deformed flowers.
Do you have field notes about the leaves - the edges not turned or rolled back, and the bases of the leaves open right to the base .- that will distinguish it from Dianella revoluta, which is more common in the ACT?

Have added photo - hope it helps. Leaves not right open to the base and leaves not rolled back. The leaf deformation is possibly the GREENING phytoplasma which affects a wide number of plant genera, I have observed it on our Dianella longifolia which grow in another area of the park. Also GREENING is not uncommon on surrounding weeds eg cat's ear.

Surprisingly, when I checked Vicflora and Plantnet, neither mentioned the rolled leaf margins for revoluta in their descriptions. I have seen revoluta in Queensland without rolled leaves, but not here before. It is the occluded leaf bases that are diagnostic.
