This is a highly invasive species, prohibited across Australia, but still seems to be popping up - this is one that we really want to eradicate from the ACT

Checked with Steve Taylor who said "we removed the Mexican feather grass today – well spotted by Jim Bariesheff. Six plants in total – a search will begin of gardens nearby tomorrow. Interestingly there have been recent reports in Tasmania, the Blue Mountains and New Zealand – so still out there in the nursery trade despite being prohibited by all governments."

Some updates:
1) National Herbarium has confirmed the id as Mexican feather grass
2) A resident found one of the seed heads that someone had cut off the main plant. Other ones that were cut off must have been taken by a resident for a dried flower collection (it is a very nice looking grass seed head). One of the common names used on-line is Angel Hair.
3) Parks Rangers and a contractor have searched the area and no more adult plants found. However some juvenile plants were found close by and they have been spot sprayed with glyphosate by the environmental weed contractor (Core Enviro Solutions), as part of serrated tussock control in the area.
