These projections arising from the head near the proboscis are called labial palpi. Their structure gives clues about the family of the moth. I don't think their function is well understood, but is probably sensory. I'm glad you asked, as I was hasty with the wing pattern that I thought I recognised this morning. On second thoughts, it's a Crambinae, probably Culladia cuneiferellus.
