My initial thought was Coronidium scorpioides, but the bracts surrounding the flower heads in that are transversely wrinkled, which they are not in this photo. The leaves in the photo may belong to the daisy, but only the immature flower head on the left has a visible stem. The mature flower head on the right appears to have a long flower stalk that goes past the right hand edge of the photo.
The Coronidium group of species with yellow flower heads are extremely difficult to ID from photos at the best of times and need really good photos as well as field notes about eg whether the leaves are rough or smooth before there is a chance of an ID.
