The leaves appear to be too broad for graminifolium, and the flowers too dark. It is most likely armeria subsp. armeria, but if it is clonal, the less likely mintanum.

The photo was taken in the Bendora Arboretum. I only saw one plant and the photo was taken in complete shade, hence the flowers may appear darker than in reality. Also I have cropped the ends of the leaves which make them appear broader.

I did not mention that the leaves of Stylidium graminifolium in the ACT at least have a definite keel down the middle of the back which Rosemary Purdie said was easy to see in the field but hard in photos and dried specimens. Also in the Canberra suburbs at least graminifolium is basically restricted to sandstone areas.
