Is there a period of time that elapses when a sighting isn't confirmed that it becomes inconclusive? This is from winter 2017.

No - if there is a chance that it may be identified it remains as unidentified - inconclusive is used when the image is not clear or detailed enough to possibly make a correct ID

The slender orange-coloured ichneumonids potentially belong to at least three genera - Netelia, Enicospilus and Dicamptus - whose members can be superficially similar. The anatomical details that separate them can be hard (or impossible) to see in field shots, but a good clear image of a front wing can help a lot. This one is probably a Netelia.

Michael, unfortunately they are spread across two subfamilies - Dicamptus and Enicospilus are in Ophioninae while Netelia is Tryphoninae. Maybe we can just call them all 'Ichneumonidae orange nocturnal', and outline the problem in the additional information panel for the 'species'.
