I was initially thrown by the dark pigmentation, but I'm pretty sure this is an Australian Emperor, Anax papuensis, (and this particular individual making a rather early start to spring).
Yes, judging by the pigmentation this is probably a teneral (immature) individual. I also recorded my first Australian Emperor for the season on 19 August 2016, at the National Arboretum main dam.
