Just outside ARMCO barrier - seeds fallen off the back of a truck?

Yesterday when shopping in Belco market I noticed at the florist that cotton stalks are on sale for floral artists - the white bolls are probably great contrast features in floral arrangements. Each boll still contains the large seeds of the plant. So perhaps someone's dead arrangement was on the way to the tip when parts of it (including seeds that germinated into the plants that I saw) were blown onto the roadside here on William Hovell??????
