The trunk of Xanthorrhoea concava is underground. In the ACT, the only species of Xanthorrhoea is glauca. This far south it could be either australis or glauca. Apart from the leaf colour, green or bluish green, which is not very reliable, the way to distinguisg these two species apart is to look at the bracts around and between the flowers.
