I am waiting for an expert opinion but it looks like nodding thistle, which is one of the worst to have. It is worth trying to get rid of them.

Perhaps Scotch thistle Onopordum acanthium.

It is hard to tell at rosette stage and I have been mistaken before. If it has lots of green leaves, rather than grey-green, that are deeply divided with a pale mid-rib then I consider it C. nutans. Whichever, if there are not too many I treat them the same, with a mattock or spray. It can be too late waiting for them to flower.
