Probably Plantago varia, though it is a worry that the leaves apoear to ve 1-veined. Also that it appears to be colonial.

Definitely Colonial and I can get a better picture focusing more on the veins.

I can see the three veins in the leaves now. There is still a possibility that it is Plantago debilis, which occasionally has toothed leaves. You need a mature flower stalk or a seeding stalk to be certain.
