The mature flower heads look too pale and too flat for variabilis. However the other possibilities are subalpine to alpine, or a lot farther west. The key character that distinguishes varibilis is the broad bract with broad membranous margins, which I can see when I blow one of the photos up. I suspect thses flower heads are immature.
