User's notes

I think it is a Pomaderris but not sure of which species. Photos show leaves and buds, close-up of front and back of a leaf and full plant, so hopefully enough to allow ID.

I don't think so. The secodary veins are looping away from the leaf edge. In betulina they reach the leaf edge in a tuft of hairs. http://plantnet.rbgsyd.nsw.gov.au/cgi-bin/NSWfl.pl?page=nswfl&lvl=sp&name=Pomaderris~betulina
Measurements of leaf length and width, a good closeup showing the details of hairs on the stem, and a closeup showing an open flower and whether it has petals or not would help with the ID.

Hopefully I can return soon and get more photos, including the open flower and the stem. The leaf length was about 20mm and width about 10mm.
