I thought this was a Cotula, but when I looked in the Flora of the ACT it seems to come out as the one that is no longer in that genus, not one I've seen before so I'm somewhat unsure about the identification.
I should have read your comment before I made the suggestion of Cotula alpina, based on the rosette-like arrangement of the leaves. Both Vicflora and Plantnet separate Cotula from Leptinella on the shape of the ends of the styles and the hairiness of the seeds, useless in the field. Flora of the ACT uses leaf hairiness, easy to see in your photo. I have never seen Leptinella either.
