You need a macro photo of the stuff between the individual flowers, and a comment about leaf colour and/or a closeup of a leaf at life size or more to distinguish between Xanthorrhoea glauca and Xanthorrhoea australis. Both occur in the ACT.

The Census of Plants of the ACT (September 2017) states that only Xanthorrhoea glauca occurs in the ACT.
