They sort of look like Chthonocephalus pseudovax, from western NSW, though with far too few leaves. Another possibility is the local Isoetopsis graminifolia, but the hairs around the inflorescence in that species are stiff.

This is unequivocally Siloxerus multiflorus. We recently saw this again not too far from Canberra at The Rock Nature Reserve south of Wagga Wagga on our Friends of Grasslands trip (28 September, 2020).
