If it is Eucalyptus polyanthemos, we need a photo showing how far the rough bark goes up the trunk to decide which subspecies it is.

Added photo of tree. The bark goes all the way up but it is not a large tree. Could it be E. albens which was planted on Mugga Mugga? I can't find comparable descriptions. I will have to go back to get more typical photos and do a decent count - I just looked at a small area.

The bud caps of Eucalyptus polyanthemos are shoerter and narrower than the base. Those of E. albens are about the same length and width as the base. The crown of E. polyanthemos rarely has adult leaves, The adult leaves of subsp. vestita being quite broad anyway. The crown of E. albens, I think, is of adult leaves. Adult leaves of E. albens are much narrower in proportion to the length than any in these photos.

The comment that Eucalyptus polyanthemos rarely has adult leaves was in VicFlora. That may not apply in NSW and ACT.
