It does not look like Epilobium to me. The nearest I can find to it is Irenepharsus tripherus, which is extremely unlikely. My notes on that species say that it occurs: Coast and ranges between Morton National Park and west of Wollongong. One record from west of south east of Araluen. Another one for you to take into the herbarium, Mike.

Mystery solved. It is an exotic Capsella bursa-pastoris (shepherd's purse). It was confusing because the plant was so short and the flowering stem had not extended and there was no distinctive fruit.

Very confusing. Because of the other vegetation I could not see that the leaves were in a rosette. I am used to the basal leaves being deeply lobed. Plantnet, however, says the leaves can be deeply lobed to entire. These leaves are very like those in Michael B's photo http://canberranaturemap.org/Community/Sightings/Details/1944838
