It is not Leucopogon attenuatus, which has flowers along the stems, not at the ends of the branchlets. It is more likely to be Leucopogon Microphyllus var. pilibundus, which is erect or compact, and has flowers in clusters or narrow spikes at the ends of the branchlets, than Leucopogon virgatus, in general, is straggly. However, I really need to have a closeup of the leaves to tell them apart properly. See Rosemary Purdie's analysis of how to tell these three species apart in the ACT. http://canberranaturemap.org/Community/Sightings/Details/1946630

Photo added. It shows the leaves with small tip points as in Cosgrove Photographic Guide for L. attenuatus.

The new photo shows the flowers going down the stems, and as you noted the sharp tips that are not recurved. Julie, if you re not happy with this, feel free to undo it.
