I have been going on the number of leaves in the rosette and the fact the leaves are narrow and deeply dissected rather than toothed. It looks like images in NSW DPI descriptions and others. It looks like plants that have been pointed out to me as nodding thistle. I might have mixed the two thistles before so just put this as suggestion rather than confirmed. It is an areas with a lot of Onopordum acanthium, most of which has matured and died.
