I suspect this is one of the Craspedia species (leaning towards C. variabilis based on what I can make out of the leaves at the base of the plant) another more remote alternative would be Ammobium craspedioides (but I don't know this one). To aid identification of daisies I suspect clear images of the flower head, bracts, stem and basal leaves would be helpful.
